Mr. Cotter serves as in-house counsel to the Synapse Partners family of companies. Mr. Cotter has worked with the Synapse Services group to implement a multistate insurance licensure program and leads regulatory compliance projects for that entity. With Synapse Risk Management, Mr. Cotter has provided property transaction support services on a number of different Brownfield properties, working with clients to facilitate investment in environmentally impaired property portfolios. Mr. Cotter also provides professional support to the Synapse companies' sustainability initiatives and not-for-profit, 501(c)(3) umbrella organization, the Synapse Sustainability Trust. The Synapse Sustainability Trust includes a number of distinct environmental initiatives, including the Universal Brownfield Revitalization Corporation, CuseCar of Syracuse, EV Plug Site, and the Restoration Tree Trust.
